Here is how you make Creamy Tomato and Pasta Casserole:

In skillet brown ground chuck, drain any residual grease, add salt and pepper and tomato sauce. Once heated reduce temp to simmer. While cooking meat mixture boil water in large pot. Once boiling add pasta to Al-dente. Remove from heat and drain. In bowl mix sour cream and cottage cheese, add cooked pasta. In 9x13 pan spread 1/2 pasta mixture, spread meat mixture, spread 1/2 of cheese, repeat layering as noted above. Spread scallions on top of cheese. Bake at 350 for 20 minutes.
