Cook noodles; drain. In large skillet, cook meat and onion. Drain off fat. Stir in tomato sauce, green pepper, sugar, salt, garlic, and pepper. Combine sour cream, cottage cheese, and cream cheese. Spread half of noodles n casserole dish; top with a little of the meat sauce. Covr with cheese mixture. Add remaining noodles and meat sauce. Sprinkle with parmesan cheese.
