Preheat oven to 350 degrees.Cook pasta according to package instructions, then drain and rinse in cool water. Make a roue with the canola oil and flour, ensuring that the flour cooks thoroughly. Mix in the milk in a slow stream, whisking constantly. Mixture will not thicken. Add cayenne, if desired. Add grated cheese to the hot milk-flour mixture and stir to melt.Toss pasta with flour-milk mixture and cheese in a large baking dish, or four individual serving dishes.
