Preheat oven to 400° 2. In a saucepan, sauté onion and green pepper in butter over medium heat until the onion is translucent. Blend in flour until smooth. Gradually stir in milk; bring to a boil over medium heat. Cook and stir for 2 minutes. Remove from the heat; stir in tuna and lemon juice. Pour into an ungreased 13" x 9" x 2" baking dish. 3.
