Heat 1 Tbsp oil in large oven-safe pot. Season flour with salt and pepper. Dredge chicken in flour, shake off excess, and brown on both sides. Remove chicken from pan. Add remaining tablespoon of oil and quickly saute (but don't brown) onions. Place chicken on top of onions. Pour beer over all, cover tightly, and bake in 350 degree oven for about an hour.
