In small bowl, whisk together olive oil, vinegar and lime juice. Season with chili powder, paprika, onion powder, crushed garlic, cayenne pepper, salt and black pepper.Place chicken and/or shrimp in shallow dish with sauce and stir to coat. Cover and marinate in refrigerator for at least 1 hour. Preheat grill to medium-high heat. Thread chicken and/or shrimp onto skewers, alternating with veggies of choice. Discard marinade.
