Add onions, peppers, celery & garlic to oil & saut? until softened. Add flour cook to a peanut-butter-colored roux. This will probably take about 5-6 minutes over medium heat. Be careful not to burn; stir often. Stir in tomato paste, followed by the stock & wine. Stir constantly until mixture thickens. Add the remaining ingredients, except the chicken & parsley. Simmer covered for about 45 minutes. Add browned chicken & parsley; simmer for 20 minutes uncovered. Serve over brown rice.This can also be made with 1 lb. shrimp, peeled (uncooked is best), about 35-40 per lb. OR 2 small cans of tuna, drained & flaked instead of the chicken.
