Add pepper to flour and lightly coat the thighs, while heating oil in skillet. Place thighs in the pan and brown lightly on each side. Once browned, remove from skillet and drain excess oil. Add chicken broth to pan, along with lemon juice and capers. Place the thighs back into the pan, cover and allow to simmer approx. 20 minutes.
