1 pkg frozen mixed vegetables, about 10 oz thawed
32 oz Potatoes, diced
1/3 cup cold water
2/3 cup 2% Milk

Preheat oven to 425 degrees.Place potatoes in a large microwave safe container with enough water to cover potatoes. Cook on high in the microwave for 15 minutes. Drain & set aside.Toast flour in a nonstick skillet stirring often until fragrant & light brown in color. Set aside to cool.Heat a large stock pot or dutch oven over medium heat, add oil. Add carrots, celery, & onion. Cook for 8-10 minutes. Add broth, soy sauce, parsley, garlic, salt, & pepper. Bring broth to a slight boil & add chicken. Bring back to a simmer, cover, & keep at a simmer for 10-15 minutes until chicken reaches 160 degrees. Remove chicken & set aside.Add vegetables & potatoes to pot. Bring back to a boil & cook until potatoes are tender. Dice up chicken once cool enough to handle & add to pot.In a bowl, add milk & water. While whisking, add toasted flour.
