Here is how you make Chicken Pot Pie w/ Dumpling Crust:

Steam vegetables until just tender. Set aside. Dice cooked chicken. Set aside. Melt butter and saute onion in large skillet. Add flour and cook about two minutes. Add broth and 1 cup milk; stir until thickened. Add parmesan cheese and stir until a creamy cheese sauce. Stir in steamed vegetables and chicken. Pour mixture into a 9 inch square casserole pan. Top with prepared dumplings. DUMPLINGS: Mix flour, baking powder and salt together in bowl. Cut in Shortening until mixture resembles coarse cornmeal or crumbs. Lightly mix in milk to make a soft dough. Drop by tablespoons onto chicken and vegetables in sauce. Bake at 400 for 20-25 minutes.
