Preheat oven to 425In a saucepan, combine chicken, carrots, peas and celery. Add water to cover and boil for 15 minutes. Drain and set aside.In a saucepan over medium heat, cook onion in butter until soft and translucent. Stir in flour, salt, pepper and celery seed. Slowly stir in chicken broth and milk. Simmer over medium low heat until thick. Remove and set aside.Line bottom of baking pan with croissant dough, placing chicken mixture on top. Pour hot liquid mixture over it, and cover with remaining croissant dough. Bake 20-25 minutes until crust is golden brown.
