In a large saucepan, melt butter over medium heat. Stir in flour, 1/4 pepper and salt. Add chicken broth and milk all at once. Cook and stir over medium heat until thickened and bubbly. Stir in thawed vegetables and cooked chcken. Pour in ungreased 3 qt rectangular baking dish (9x13)Using a spoon, drop mashed potatoes in large mounds over chicken mixture. (Can also spread, shepherd's pie like)Bake, uncovered, in 375 degree oven for 30-40 minutes or until heated through.
