In large frying pan (with cover), pour rice and 3 cups water, and salt. Stir. Begin to cook rice, bringing to a slow boil.Dice celery, onion, green pepper; slice carrots, add all to rice mixture. Cook on med-hi (400 on elec fry pan) until rice is fully cooked. Add additional water as needed 1/4 cup at a time. When rice is cooked (okay if a little water remains), add 1 T curry powder, 4 T sour cream and blend well. Add salt and pepper to taste.
