Place chicken, water, and bullion granules in large pot. Cover and bring to boil. Continue to boil, over high heat, till chicken is no longer pink and cooked through.2. Remove chicken from broth. Set aside to cool. 3. Measure 3 1/2 cups of broth. If there isn't enough add water to reach 3 1/2 cups. Add enough milk to reach 4 cups.4. Melt butter, on low heat, in same large pan used to cook chicken. Add onion, garlic, and pepper. Cook, on medium heat, until tender 2-5 minutes. Add flour and cook until it starts to change color, another 4 minutes. Add the broth and milk all at once to cooked flour mixture. Continue to cook, over medium high heat, till thickened and bubbley. Taste and add salt and more pepper if necessary. 5. Add rice and chicken, reduce heat to low, cook stirring frequently for 5 minutes.
