Here is how you make Chicken and Crispy Rice Soup:

Fill a stock pot with water and bring to a boil. Add chicken thighs and boil until they are cooked through. Remove chicken and chop into bite-size pieces. Return chicken to stockpot. Add carrots, celery, garlic and spices. Bring to a boil. Reduce heat and allow to simmer for 25-30 minutes. Prepare rice according to package directions. When rice is finished, spread on a cookie sheet and place in oven on 450 for 25 minutes, or until rice is crispy.
