In a shallow dish I add 1/2 the garlic, oyster sauce, and fish sauce and mix. Sprinkle the chicken with the chili powder. Add chicken to marinade and cover with plastic. Spray a large skillet lightly with non-stick (or use a teflon pan) add garlic, scallions. Take out chicken and add to pan, leaving it in whole pieces--about 3 minutes on each side. Once the chicken is white on the outside, remove to meat safe cutting board and slice the chicken up. Return to pan to finish cooking. Add in broccoli last and cook till tender, but not mushy. Remove promptly and serve over brown rice.
