Combine salt, pepper, and flour in bag or bowl; roll chicken in mixture to coat. Melt butter in heavy skillet and brown chicken. Transfer chicken to slow cooker. To skillet add onion, garlic, ginger and bay leaf. Saute until onions are tender. Add wine, brandy, and walnuts. Mix well. Add lemon juice, orange peel, and lemon peel.
