Chop all vegetables. In dutch oven, begin to brown beef. Add garlic, onion, peppers. Cook over medium heat until starting to soften but not brown. Add salt & pepper and chili powder; cook until spices bloom, 2-3 minutes. Deglaze the pan with the beer, scraping browned bits off bottom of pan. Add tomotoes and corn. Simmer 30 minutes.
