Boil water and cook rotini according to package directions. Add ground beef, onion and red pepper to large skillet. Brown over medium heat, stirring occasionally. Add salt and pepper to taste. Add chili powder and stir. Add canned diced tomatoes with juice, cover and bring to simmer over low heat. When pasta is finished, drain, add to skillet and stir.
