Place cut-side down on a foil-lined baking sheet and roast under broiler until skin is blackened. Allow to cool in a paper bag or covered glass dish until skins have loosened, remove skins and dice before adding to chili.While peppers are roasting, brown turkey in a large cast iron dutch oven (use a little non-stick spray if necessary), seasoning well with chili powder, cayenne, garlic powder, onion powder, and any other desired seasonings. Remove turkey and use juices released to cook onions & garlic. Add diced red pepper, crushed tomatoes, beer, and salsa to the pan, stir well. If a smooth sauce is desired, use a stick-blender to puree to desired consisitency (remember finished chili will be slightly thicker than what is in pan at this point). Drain beans and add to pot, then stir the turkey back in. Bring to simmer, partially cover and allow to cook for until sauce is thick and looks uniform.Garnish with a small amount of shredded cheddar, diced onions, and fat-free sour cream if desired.
