Saute garlic for one minute. Add diced onion, cook for 2 minutes, add diced peppers and celery. Saute for 5 minutes. Add crumbled hamburger. Cook till browned thoroughly. Add Chili powder and salt. Add tomatoes, Worcestershire sauce, red pepper sauce, water and sugar. Stir well, heat on high till boiling. Reduce heat for 1-3 hours. Add rinsed red kidney beans. Simmer for an hour.
