Add onion, bell pepper, garlic, chili powder and cumin (if desired). Salt and pepper to taste. Cook until onion and pepper are softened; add tomatoes and tomato sauce. Let simmer about 5 minutes. Meanwhile, cook the macaroni according to package directions in boiling water until done. Drain and rinse macaroni; add to the meat mixture in skillet and gently simmer for 5-10 minutes so the flavors can meld.
