Preheat oven 375 Mix meat, bell pepper, onion, spices. Lay the bread slices on top. Pour egg and milk over bread (soaking the pieces). Add 3 Tbs ketchup and mix with fingers.Pam the pan. Place loaf in pan.Add remainder of ketchup on top.
