Cook pasta according to package directions. Save about 1 cup of pasta water to use if needed. Keep pasta warm.While pasta is cooking, heat oil over medium heat and sweat the onion, stirring occasionally, until soft. Add the carrots and stock and bring to a boil. Reduce heat to simmer and cook for 5 minutes. Add peas and cook for 2 more minutes. Stir in the pasta. Remove pan from heat and add the cheeses. Stir until mixture forms a sauce.
