Make pie crust with butter, flour, and water. Saute onion, caraway and salt till onions begin to brown. Add remaining veggies and cook till just tender. Add garlic, pepper and flour stirring for just a minute, then remove from heat. Beat together cottage cheese and eggs. Add to saute and spread into the unbaked crust. Top with a layer of sour cream.
