Preheat oven to 375Heat nonstick skillet w/cooking spray. Add onion & carrots. Cook until tender. Add meat and peas and heat through. Add enough gravy to make a thick stew like consistency. Place in a casserole dish sprayed with cooking spray. Top with a layer of mashed potatoes. Spread across to cover entire casserole.
