Mix all ingredients well. Place in metal or high-temp glass dish that can be placed inside another pot. Place on steaming rack in large pot. Place 1-2" water in bottom of pot (so as not to just barely touch the bottom of the dish). Cover and bring water to boil. Reduce heat to medium. Boil water for 35-45 minutes or until meat is cooked through.Serve over rice .
