In large saucepan place water, basil, rosemary, salt & pepper and rice. Cover and bring to boil then cook at a simmer for 30 minutes. Do not stir. Add snow peas, broccoli, mushrooms then spinach, cover and bring ba k to quick boil. Do not stir.
