In a sauce pan, simmer water and add rice. Reduce to low heat. Add bay leaf, thyme, paprika and cayenne. Stir. Cover and allow to cook at very low heat for 45 min.2. With 10 minutes remaining on rice cooking time, add oil to a large, non-stick skillet. Using medium heat, saute onion, pepper and celery until soft, stiring as needed to prevent overcooking. Add garlic and sausage. Cook a few minutes then add shrimp. Stir and flip to cook shrimp through.3. Fluff rice with a fork. Remove and discard bay leaf.4. Add rice to sausage-shrimp mix and stir to combine.
