Here is how you make Thai Shrimp and Rice:

Heat oil in a large non-stick pan. Saute onion and garlic 1-2 minutes. Add coconut milk and 1/2 cup water. Bring to boil. Add rice, carrots, pepper flakes and salt. Cook until rice is nearly done. About 50 minutes. If rice looks dry, add another 2 tbsps of water (approx).
