Brown ground beef with onions and peppers and salt and pepper to taste. Add tomatoes when brown. Cook rice in 3 C water and some salt. Layer the beef mixture with the rice until large caserole dish is full. Sprinkle with Saltine's and dab some butter on top. Bake 375-400 degrees for 40 minutes or until golden and bubbly.
