Soak the Rice Sticks in warm water for about 20 minutes then drain. While they are soaking , drain all the canned vegetables and cut the Water Chestuts in half again. Heat, the oil in a wok or frying pan to a high heat (Do not allow oil to smoke).Add the Water Chestnuts, Bamboo Shoots, scallions, cabbage, green beans, and red pepper.
