Season the meat with black pepper. Place the meat in a broiler pan and broil about 4 inches from heat. Turn and brown on all sides (about 10 minutes). Reduce oven temperature to 325 degrees.While the broiling roast, use a heavy 4-quart pot and combine the onions, garlic, beef broth, water, tomato paste, thyme, and basil. Simmer at a moderate heat.Add this mixture to the meat in roasting pan and cover. Cook for 1 1/2 to 2 hours.At this time you could add some vegetables if you choose (carrots, celery, potatoes, etc.)Whether or not you add vegetables, add your mushrooms with the liquid.
