Dust off excess flour and brown on all sides in canola oil in skillet, about 3 minutes. Spray 3 1/2 quart crockpot with cooking spray and place browned shank in bottom.Cook onions, carrots and garlic in skillet for about 1 minute and place on top of beef in crock.
