Using a food processor, add all ingredients and blend until smooth, scraping down sides as necessary..Refrigerate for at least half an hour before using to give the flavors a chance to blend..If you want to roast your own peppers, place oven rack on its highest position, put it on broil and pre-heat for 5 minutes. Place large strips of pepper on a baking sheet skin side up. Broil for 8-10 minutes, turning the sheet half way through. The peppers will char - this is okay.
