Combine first 5 ingredients and set aside (seasonings). Heat a dutch over over medium heat, add olive oil. Heat until hot. Add tenderloin and cook 2 minutes on each side or until browned. Sprinkle meat with seasonings. Add the water and vinegar. Bring to a boil. Cover, reduce heat and simmer 2 hours. Place tenderloin on a platter, reserving liquid in pan. Cover meat with foil to keep warm. Let stand 10 minutes before slicing. Combine 2 tablespoons of flour and 2 tablespoons of water and mix well. Add to juices to make a gravy.
