Cover with water, add salt and cook for 10 minutes. Do not overcook. While the potatoes cook, trim the ends off the beans and cut into 1" pieces. Add to the potatoes and continue to cook for about 10 more minutes. Potatoes should be just tender and beans crisp-tender. As the beans and potatoes cook, chop shallot, garlic, celery. Make the dressing by whisking the liquid ingredients (including mayo and mustard) together, add shallot, garlic, and pepper.
