Spray bottom of non-stick pan with Pam. Lightly salt the bottom of the pan with 2 tsp of the salt. Add turkey and brown, breaking up into little pieces as you go. Add onion as the meat is browning. What meat is browned drain off any fat. Add mustard, vinegar, sugar and water to almost cover the meat. Cook for 15-20 minutes until the water evaporates. Add salt and pepper to taste.
