Melt butter in a large non-stick skillet over medium heat. Add leek, chard stems, and pepper to taste. Cover tightly. Cook 5 minutes stirring occasionally. Dissolve the flour in the cold broth. Add garlic, chard leaves, red pepper flakes, and flour/broth mixture. Increase heat to med-high. Simmer approximately 5 minutes until the chard is wilted and the liquid mostly evaporated.Add walnut oil, milk and tarragon. Simmer approximately 1 minute until lightly thickened.
