In a heavy bottomed saucepan, sweat onions and garlic in olive oil until translucent. Add chopped peppers and veg. stock to the pan and stew until the stock has reduced by 1/3. Add sugar, Worcestershire sauce, cayenne pepper and wine. Allow to cook, uncovered, until the liquid has reduced by 1/3. Stir in the cream and simmer for about 2 min. Allow to cool, then puree using a blender. Once pureed, strain through a chinois if necessary. The sauce should be very smooth. Adjust seasoning.
