Cook pasta according to package directions. Cut tomatoes in half and toss tomatoes with 1 tablespoon olive oil, 1.5 tsp salt and 1.5 tsp pepper spread out on a baking sheet and bake at 400 degrees until golden. In a small sauce pan combine olive oil shallots and garlic and saute untill translucent. Add flour and stir. Add condensed milk and bring to boil. Add parmesean cheese and simmer. in a food processor combine cream sauce, sugar, tomatoes and remaining salt and pepper and blend till smooth. Pour over 8 cups pasta, and mix well to coat.
