Here is how you make Rachel's Swiss Steak:

In shallow bowl, combine flour, salt, pepper and paprika and mix well. Coat steak with flour mixture. In a Dutch oven, bring oiil to medium-high heat and cook steak 2 minutes on each side. Remove steak and keep warm. In the Dutch oven, saute onion, green pepper and garlic 1-2 minutes. Add broth and tomatoes and stir well. Add steak. Cover and simmer for 2 hours or until steak is tender.
