Here is how you make Tangy Flank Steak:

Brown steaks in veggie oil in large skillet over medium high heat.Fit steak(s) in slow cooker.Put onion, green chilies, water, vinegar, chili powder, garlic powder, sugar, salt, and pepper into the skillet used to brown the steaks.Bring to a boil over medium heat, stirring to loosen browned bits from pan.Pour over meat in slow cooker (if you have more than one layer of meat, put half the onion mixture between the meat and the other half on top)Cover and cook for 3-3.5 hours on high or 6-7 hours on low or until meat is to your liking (very tender ideally).For presentation, transfer meat to warm platter, slice diagonally.
