Combine beef stew meat, potatoes, carrots and celery in a 9X12 baking dish. Sprinkle dry gravy mix over top and pour in 1 cup of water. Mix thoroughly, salt and pepper. Cover and bake at 350 degrees until meat & vegetables are tender. (This can also be put into a slow cooker. Cooking time may need to be adjusted.)
