1 small head cabbage, shredded

1 tablespoon cornstarch
1/4 cup water

Heat a wok or large skillet over medium-high heat, and add oils. Saute garlic for about 5 seconds, then add beef, half of the black pepper, half of the soy sauce, and all of the red pepper flakes. Stir-fry until beef is evenly brown. Stir in cabbage and bell pepper, and cook until vegetables are tender, and beef is fully cooked. Stir in remaining soy sauce and black pepper. Mix together cornstarch and water, and add to pan. Cook, stirring, until sauce has thickened.
