Here is how you make Texas Stuffed Peppers:

Preheat oven to 350 degrees. Trim stems from peppers and remove seeds and pith. In a large skillet, heat oil with onions and garlic until transparent. Add meat and cook until brown. Stir in remaining ingredients except tomato juice and let cook slightly. Stuff peppers with mixture. Place peppers in a greased baking dish and pour tomato juice over top and around them.
