Place in medium bowl. Mix in orange peel, minced green onions, soy sauce, 1 T sesame oil, mirin, ginger, garlic, stevia and dried pepper flakes. Marinate 45 minutes, mixing occasionally.Heat remaining 1 T sesame oil in heavy large skillet over high heat. Add carrots, water chestnuts and snow peas and stir-fry 2 minutes. Add broth.
