Here is how you make Sweet and Spice Tilapia:

Heat oven to 400 degrees. Lightly spray a cooking sheet. Mix together orange juice, lime juice, honey, olive oil, garlic, soy sauce, cumin, black pepper and red pepper flakes.Baste both sides of tilapia and place on prepared cookie sheet. Bake for about 5 minutes and baste again. Turn baking sheet around so fish cooks evenly and bake for another 5 minutes or until fish flakes easily with a fork.
