Preheat oven to 425 degrees. Spray tortillas with Pam or water/oil mixture and bake for 5 to 10 minutes. WATCH THEM LIKE A HAWK SO THEY DON'T BURN! Set aside. In a large bowl, beat together eggs, green onion, bell pepper, cilantro, cumin and half of the cheese; season with pepper to taste. Spray pan with PAM spray in a large non-stick skillet over medium heat; add egg mixture and cook until just set, stirring frequently, about 3 minutes.
