Brown meat in large skillet on med - high heat. Drain. Stir in 2 3/4 cup water, Salsa and chili powder. Bring to boil Stir in macaroni, cover. Reduce heat to med - low simmer 8 - 10 min. or until water is almost absorbed. Add velvetta cheese and cook until melted, stirring frequently.
